World of Warcraft: The Last Titan is set to make its open world more challenging, with Blizzard planning a Heroic World Tier for players who want tougher enemies, greater rewards and a more meaningful levelling experience.
The change follows Blizzard's experiments with harder outdoor content in other versions of World of Warcraft and reflects lessons the studio is drawing from WoW: Forever.
Game Director Ion Hazzikostas said Blizzard does not want modern World of Warcraft to simply leave immersive levelling and dangerous open world design to Classic or Forever.
Heroic World Tier is planned for The Last Titan
Blizzard has already tested the idea of harder outdoor content in Legion Remix and in more recent patches.
Some areas were given a Heroic mode that increased enemy difficulty while also restricting conveniences such as flying mounts.
Hazzikostas described those experiments as promising and said the studio wants something similar in The Last Titan.

The intention is to give players a version of the world where travelling, fighting normal enemies and completing outdoor activities carry more risk.
Blizzard believes that when the open world contains almost no meaningful threats, part of the role playing experience is lost.
Blizzard wants modern WoW to feel more like an RPG again
One of the main differences between modern World of Warcraft and its older versions is the pace of progression.
Classic and WoW: Forever give players more time to learn their classes, explore racial starting areas and gradually move through the world.
Modern WoW generally moves players toward endgame activities much faster.
That approach makes it easier to reach raids, dungeons and other high level systems, but it can also make levelling feel less important.
Hazzikostas acknowledged that this is an area Blizzard wants to improve rather than telling players to use another version of the game.
The studio wants every version of World of Warcraft to provide a world that can feel dangerous, rewarding and worth exploring.
Heroic difficulty could offer two styles of open world play
A Heroic World Tier would allow Blizzard to support different types of players without forcing everyone into the same difficulty.
Players who mainly want to complete quests and reach endgame quickly could continue using the standard world.
Those looking for more resistance could select the Heroic option.
That harder mode could increase the importance of class abilities, positioning and preparation during ordinary outdoor encounters.
It may also make professions, consumables and group play more useful during levelling.
Blizzard has not yet detailed the exact reward structure, so it remains unclear whether Heroic World Tier will offer better gear, increased experience or other progression benefits.
WoW Forever is highlighting weaknesses in modern levelling
WoW: Forever is built around a slower interpretation of the original World of Warcraft experience.
It retains the older visual style and simpler structure while placing more emphasis on exploration, racial identity and gradual character development.

Its beta has drawn attention partly because that style contrasts sharply with the current retail game.
Modern World of Warcraft has become heavily focused on endgame systems over the years.
As a result, new characters can move through early content quickly without spending much time understanding individual zones or the wider setting.
Blizzard now appears interested in bringing some of Forever's strengths back into the modern game without making the two versions identical.
The new player experience also needs more work
Blizzard is also aware that the current introduction for new players has weaknesses.
New characters are placed into an introductory experience that can feel disconnected from the current storyline and offers very little challenge.
Hazzikostas indicated that Blizzard intends to revisit that area in the future.
A stronger levelling path could help new players understand the world, their class and the story before being pushed toward endgame content.
That would bring modern WoW closer to the slower progression structure found in its older versions while retaining its current systems.
The Last Titan could change how players experience the outdoor world
Blizzard has revealed relatively little about The Last Titan so far beyond its Northrend setting.
The planned Heroic World Tier provides one of the clearest indications of how the studio wants the expansion to change moment to moment gameplay.
Instead of treating outdoor content mainly as a path between quests and endgame activities, Blizzard wants players to have the option of experiencing a world where enemies can remain threatening.
WoW: Forever and modern World of Warcraft will continue as separate experiences, but Blizzard does not intend to reserve immersive exploration and meaningful levelling for the older style of the game.
The Last Titan's Heroic World Tier is intended to bring some of that challenge back into retail WoW while still giving players a choice over how demanding they want the open world to be.
