Microsoft is expanding Azure Local so organizations can run much larger sovereign private cloud deployments on hardware they own and control.
The company says the platform can now support environments that scale from a single edge node to thousands of servers, while still giving customers Azure-style management and local control.
The move is aimed at governments, telecom companies, regulated industries, and other organizations that need cloud-like infrastructure but cannot always rely on the public cloud. These customers may have strict rules around data residency, disconnected operations, compliance, auditing, or where AI workloads are allowed to run.
Azure Local is becoming a bigger part of Microsoft’s sovereign cloud plan for AI, compliance, and disconnected environments
Azure Local is the base of Microsoft’s Sovereign Private Cloud. It lets organizations run cloud-consistent infrastructure inside their own environment, including locations that are connected, partly connected, or fully disconnected from the public cloud. Microsoft says customers can still apply policy enforcement, role-based access control, auditing, and compliance settings locally, even when public cloud connectivity is limited or unavailable.
Intel is playing an important role in this expansion. Microsoft says Intel Xeon 6 processors provide the compute foundation for the platform. These chips include Intel AMX, which can help with AI inference and generative AI workloads without requiring organizations to add a separate specialized AI infrastructure layer.
Intel also highlighted the partnership, saying Xeon 6 is powering the compute foundation of Microsoft’s newly scaled Sovereign Private Cloud with Azure Local. The company said the platform now supports deployments that can reach thousands of nodes within sovereign environments

Microsoft says Azure Local works with validated compute and enterprise storage platforms from partners including DataON, Dell Technologies, Everpure, Hitachi Vantara, HPE, Lenovo, and NetApp. This lets organizations use existing Storage Area Networks while scaling compute and storage separately.
That flexibility matters because sovereign cloud needs are not the same everywhere. A defense agency, hospital network, telecom operator, or government department may all want Azure-like tools, but each one may have different rules for where data lives and how systems are updated.
The AI angle is also important. More organizations want to run AI close to sensitive data instead of sending that data to the public cloud. With Xeon 6 and AMX, Microsoft and Intel are presenting Azure Local as a way to run some AI workloads inside the customer’s own boundary.
This does not replace the public cloud. Instead, it gives Microsoft another option for customers that need more control. Azure Local can start small at the edge and grow into large data center deployments without a full architectural redesign.
For Microsoft, this strengthens its sovereign cloud story. For Intel, it shows Xeon 6 being used not only for normal server workloads but also for AI-ready private cloud infrastructure. For customers, the main promise is simple: keep data, models, and execution closer to home while still using a cloud-style platform.
