    Why is Local Users and Groups not in my Computer Management display. Can I add it? I’m using Win 8.1.

      That option is shown only in the Professional, Ultimate and Enterprise editions of Windows 7 and the Pro and Enterprise editions of Windows 8 and 8.1.
