Hi, the green-tick-on-white means that the file you created is available locally, on your PC. It doesn’t mean that it’s going to be removed from your PC and kept only online. There’s nothing else to configure except for what you already said you did.
QUESTION: I want all my OneDrive files to remain on my PC, as well as being stored in the cloud.
I am using OneDriveV23.174.0820.0003, on a 64-bit Windows 11 Pro laptop with 22H2, build 10.0.22621.2134.
* I press Files On-Demand –> Download all Files, and all OneDrive files are downloaded as they should, and receive the White-tick-on-green.
* My problem is that if I then create a new file in a OneDrive folder, it receives the Green-tick-on-white. As I understand it, this means that they will soon be removed from my PC and exist only in the OneDrive cloud.
* How do I configure OneDrive so that all my OneDrive files remain on the PC — at all times in the future without further intervention by me?

Unfortunately, there’s nothing more to configure in OneDrive’s settings. You can see Microsoft’s documentation on this subject here, if you want: https://support.microsoft.com/en-us/office/what-do-the-onedrive-icons-mean-11143026-8000-44f8-aaa9-67c985aa49b3
That’s not true, I’m afraid. Look at the confusing experiences of users in these two webpages:
