Is there a way of adding a shortcut of the desktop screen (not desktop folder) to quick launch in windows 10?

Hi. I followed the instructions.
I wanted to roll back Windows 10 to Windows 8.1 because I can’t use my Start button, “Search the web and Windows” facility, nor the right click notification panel. So I wanted to get into Settings to do the rollback via Settings > Update & security > Recovery.
But when I ran your PC settings program, it just opened one of my pdf files instead.
Do you have an idea why?

I double click on the .exe file and it asks what to open it with. Default is Explorer. But I cannot get it to open.

It is really easy to make scripts with it. It has a very simple syntax.
