The instructions should mention to the consumer how many headings need to be passed to reach the correct option. For example rather than saying, ‘scroll down a bit and then tap language+region’ it should say tap on the 10th heading and go to the second option.
The number of settings available differs from smartphone to smartphone. Manufacturers add or remove sections of settings, so using an approach similar to what you suggest isn’t as helpful as you think it is.

Please can someone confirm if Russian is available. The reason being I want to give the phone to a friend (old Windows 8 Phone / HTC 8S) I’m based in Europe, the phone will be given to an Estonian that speaks Russian but I can not find the Russian language option. It seems very hard to get information on this. Would appreciate your help. Very frustrating as I’m an Apple user and on all their devices it is very easy to change the language to Russian or any other dialect… Regards,

If you don’t find the language you want in the ‘+ add language’ list, then it’s probably outside already. Do the following.
If ‘page 1’ is the page that appears when u tap on language (in settings) and ‘page 2’ is the page that appears when you tap on ‘+ add language’
If the language you want appears in page 1 then first tap and hold the Lang. A window with some options will appear. Tap on ‘remove’. Now you’ll find this language in page 2. Now tap on ‘+ add language’ and you’ll be able to find the language you want in this list. Tap on the Lang. and tap the tick Mark below. And tap on ‘restart phone’ option that appears immediately. And this will change the display language to what you want.

In newer versions you have to download language packs and move the language you want as display language to the top.

I change to Arabic language but can’t display i can change the region but interface no i don’t know why !? please help me (if I change other language like English phone ask me to restart to doing the modification but in Arabic phone doesn’t asking me) .

Fine if you can get Settings, but I have Chinese script up front and no way to reach anything I can recognise. Swiping up down and sideways does nothing. It did a factory reset (unasked) and now it’s useless.

My display language and region is correct, but the keyboard accidentally flipped to Chinese characters whilst texting. I cannot figure out how to get this back.
