I used this utility to fix my overscan underscan issue since I did not have the option In the catalyst. I have the same issue, running amd radeon hd5700 with acer h243h monitor, crosshair IV formular mobo, ever since I update catalyst control centre it doesn’t go full screen in HDMI input. also unable to use the scaling options even when tickbox is checked.. it sets itself to 1000p60mhz format. when I go onto resolutions and put on recommended settings of 1920-1080 screen goes in green fuzzy pixels.. any ideas would be appreciated as im unable to play games on outdated gfx drivers, which seems to be the only thing to resolve the issue.

Unfortunately, this will not be a viable solution for some. My system uses onboard video (the Radeon 3200), which AMD stopped support for that with Windows 7. Even downloading and installing the Windows 7 software gave no options for my GPU other than overclocking.
I should note for my system (currently running Windows Technical Preview), the proper registry key had an extra “2” in it before the horizontal resolution (i.e, it was “DALR6 DFPI 21920x1080x0x60”).
Registry tweaks are not for the faint of heart (especially the one that worked, since it didn’t match exactly), but fortunately I image my main partition before any major changes. If for some reason you can’t do this, I suggest at least exporting the key before modifying it.

Why not use “Image Scaling” feature? go to My Digital Flat Panel>Properties check “GPU Scaling>Scale Image to Full…” on Intel HD, Open Intel HD Control Panel (Right Click Desktop), go to Display and lower the resolution to 1024 or 800 (4:3), then check “Scale Full Screen”, Apply. revert to previous wide resolution then re-apply. Done. it will strecth any resolution to go fullscreen. dunno about Nvidia.

Good article but if you’re trying to use an ATI HD3XXX like my HD3450 card, you’ll find there the Control Center does not support it in Windows 10. I haven’t tried to pick a newer card and try to install that software – it could cause a problem and I have a spare 6570 card anyway. But if this happens to you, and u r getting blurry text and a washed-out look and part of the screen is offscreen: In my case, it looks 1000% better since I reduced the display resolution. I’ll still replace the card tho.

What did work was editing the registry. My first attempt was per http://blog.galets.net/2013/02/fix-hdmi-overscan-without-catalyst.html , but this had no result by itself.
I then followed the registry edit suggested at http://www.avsforum.com/forum/26-home-theater-computers/1251639-how-i-fixed-overscan-underscan-issues-ati-card-without-catalyst-control-center.html , which gave the desired result.

How did you get it to work on Windows 10 ? I have the same graphics card but AMD no longer support the driver so I can’t download Catalyst.
